The market's malaise deepened, and
the bearish tone was reflected in steeper cuts in framing lumber
prices. Retailers pulled back from all but must-have purchases, and
these were often covered at discounted prices from secondaries seeking
to clean up their long positions. An adequately stocked distribution
system kept a lid on orders reaching back to the mills. The market's
depressed state was foremost attributed to the U.S. housing market.
But traders also continued to cite weather as a major factor.

Structural panel markets continued to slump. The OSB market was
quiet, and previously established trends remained in place. In
Southern Pine plywood trading, rated sheathing prices suffered more
double-digit cuts as producers struggled to keep sales within shouting
distance of the pace of output. Traders frequently described the
market as "ugly." Western Fir plywood producers felt no
relief from the pressure of raw material costs on one side and the
dearth of orders on the other. Curtailments had little apparent
effect.
