1.  International Log Prices  

FRANCOPHONE WEST AFRICA
Trade remains slow in Europe
Log prices are unchanged. There is pressure from China to hold prices even though Asian log prices continue to firm due to shortages. Trade remains quite slow in Europe and buyers are reluctant to accept price increases for West African timbers,though, according to some traders, they seem to be more flexible with price rises from Asia.

Iroko and sapelli remain very weak and the trend seems to point to lower prices by the end of this month. Demand from India, mostly for logs, and from South Africa for sawn lumber continue to be strong. Some South African major users keep turning over to okume lumber and away from the comparatively more expensive Malaysian meranti/serayah type light red timbers.

Some analysts believe okume is a good alternative to lighter coloured red species from Malaysia. It is cheaper and easy to work and has consistent colour. Producers in Gabon report heavy and persistent rains which are causing problems but so far this has not affected deliveries and contracts are being fulfilled on time.

Development of forest plantation areas

Prices for most wood products have eased somewhat after the Ramadan break. However, demand for logs remains unabated in the continuing  rainy season. The demand for logs in Peninsular Malaysia has prompted the forestry department to open up 350,000 hectares for the development of forest plantations over a period of 15 years. This measure is to address the depletion of timber resources needed to meet the exports of timber products, which contributed RM 19.7 billion to the country¡¯s economy in 2004. The Malaysian government is also formulating a National Forest Plantations Development Policy to encourage private sector participation and investments in forest plantation projects.

Hoppus ton = 1.8 m3; All grades, except SG-3, assorted and
domestic, are length 8¡¯ x girth 5¡¯ and up. SG-3 is girth 4¡¯ and up
while assorted and domestic are girth 4¡¯ and up. SG-3 grade is
higher than SG-4, but smaller in girth so prices are usually lower.

The table below shows MTE listed prices for other important hardwood species. Prices vary according to production area. The availability of pyinkado and kanyin was rated as ¡°abundant¡±.

PAPUA NEW GUINEA

 China remains the largest log export destination Log exports from PNG amounted to 243,365 m3 (US$14.89 million) in August, bringing log exports to 1.47 million m3 (US$88.8 million) in the January-August 2005 period. Saw/veneer grades accounted for 85% of the log exports. China remains, by far, the la rgest export destination, followed by Japan and Korea. In plantation species, kamarere remains the main export species primarily to the markets of China, Japan, Vietnam and korea

INDONESIA 

Indonesia considering listing merbau in CITES
Indonesia informed the International Tropical Timber Council (ITTC) last week that it is currently in consultations with range States in Southeast Asia to consider the inclusion of merbau (species Intsia bijuga and Intsia palembanica) in CITES¡¯ Appendix III with annotation No.5. Appendix III listing means that Indonesia would have to provide export permits for merbau while other range states that did not list their populations would have to issue certificates of origin for exports. Annotation No.5 designates that the listing would cover log, sawnwood and veneer exports. Indonesia has indicated that this is to assist the country in controlling the sustainability of merbau and the trade of such species from Indonesia¡¯s Papua province.

Merbau is a popular timber for joinery applications in Europe particularly in Belgium and the Netherlands. Its grain and growth ring figure together with its dark red-brown colour gives it a very attractive appearance which is suitable for high class joinery including door and window frames and facades. The timber is also used for interior panelling, strip and parquet flooring and other decorative uses.

 PERU 

Proposal to ban mahogany logging

Congresswoman Susana Higushi presented to the Peruvian Congress a proposal to amend the current  Forest Law 27308. The purpose is to include article 12-A ¡°Banning of mahogany logging¡±. The proposal caused bitter reactions in Peruvian timberindustry associations, which felt that it demonstrated unawareness and improvisation by some congress members.

Timber associations of Loreto, Ucayali, Satipo,Madre de Dios and San Mart¨ªn (Peru¡¯s main timber
production zones) indicated that the approval of the amended law would go against the basic principles of the Forest Law 27308, which is the basis for the preservation of timber species through the elaboration and execution of Forest Management Plans currently being implemented by forest concessionaries and companies.

Supply of rubberwood getting tighter

Overall prices remain quite steady, except rubberwood, and most mills are returning to normal working condition after the Ramadan break. The supply of rubberwood is getting slightly tighter and overall there was a price increase of about 5-10%, depending on the locations. There were reports of declines in the rubberwood replanting rate during the last replanting period.
