As
of April of this year, CE Marking for wood-based panels for construction
purposes has become mandatory in Europe. All EU Member States are expected
to have adopted and implemented the Construction Products Directive (CPD)
and EN 13986:2002. If a Member State fails to comply with the Community
law it runs the risk of being put on notice by the European Commission.
Moreover,
export-oriented wood-based panels for construction that did not meet CPD
requirements or EN 13986:2002 by the April 1st, 2004 deadline are subject
to retroactive surveillance and may be withdrawn from the European market
at anytime.
European
importers have been requesting CE Marked wood-based panels as non-CE
Marked panels provide no guarantee that they comply with CPD requirements
and EN 13986:2002
The
few EU Member States that still do not recognise CE Marking as mandatory
for construction-oriented wood-based panels are deemed by the Commission
as responsible for creating an unsustainable environment of unfair
competition, which, sooner or later, will be corrected by the European
Commission. Because of the higher standards of production, pine and
tropical plywood prices are expected to rise in the coming months,
reflecting the investments made to meet the new requirements and as a
consequence of high demand and lower supply in Europe.
In
the first four months of the year, plywood exports reached a total of
US$153.3 million, 68% higher than in the January-April period of 2003.
Brazilian tropical plywood exports also grew in the first four months of
2004 and totalled US$88.6 million, an increase of 49% over the same period
in 2003 (US$ 59.3 million).
